New competition F 40 is announced

The State fund for fundamental researches ( SFFR) and the Russian fund for fundamental researches (RFFR) in accordance with the signed between them Agreement about collaboration with the aim to consolidate the strengths of the funds for financial support of the actual researches are announcing   the second competition (F40) of the joint projects for the fundamental scientific researches that are carried out by the scientists of Ukraine and the Russian Federation.

The competition is held on the following scientific directions:
-mathematics, informatics, mechanics (01)
-physics and astronomy (02)
-chemistry
-Biology and medical science (04)
-Sciences about human-being and society (05)
-sciences about the Earth and problems of Environment (06)
-scientific basis of perspective technologies (07)

While announcing the competition the Sides use corresponding classificators of scientific directions that are confirmed by each Side.
The scientific research projects that will be carried out by small scientific groups of Russian and Ukrainian scientists can take part in the competition.

Requirements of the competition:
Grant support of the fundamental scientific researches is given by the SFFR on the competitive basis independently from Department subordination of the main organization/the members of the project, age, scientific degree, or position of the Project Head.

The scientist of Ukraine has a right to be applicant of the only project to take part in the competition F40 as a Head and correspondingly to be the Head of only one joint project that will get financial support by the SFFR. Participation in this competition is not an obstacle to take part in the other ones.
The Ukrainian and Russian scientists –the participants of the competition F40 in advance agree between themselves the contents of their project.
The name of the project should be the same in the Ukrainian and Russian application forms. The Ukrainian scientists direct their applications to the SFFR, the Russian scientists-to the RFFR in accordance with the rules of submission confirmed By the SFFR and RFFR correspondingly.

The projects are not overviewed if they are applied by one side only, in the case if the deadline is over; if the form is filled up not in accordance with the rules and also the projects ‘name and the contents of which does not coincide with the name and the contents of the planned theme that is carried out in organization and financed from the budget.


The project allowed to take part in the competition goes through the independent Expert Examination: the project of Ukrainian scientists - in the SFFR, the projects of Russian scientists- in the RFFR.
The evaluation of the projects is done by each side in accordance with the confirmed rules. Information concerning expert examination is strictly confidential.
The results of the competition are agreed by the Sides not later than the 1st quarter of 2011 on the basis of expert results and in accordance with the budget of the competition. The list of the projects that will be supported by the both sides can be found on the site of the SFFR.

The order of submission and project consideration.

Only those applications are taken to consideration that are filled up with the help of “Zapit” system. The registration number of the project is issued automatically while the project is being registered. Except the electronic application form the Head of the project submits to the SFFR 2 copies of the printed out forms with the signs of project members and the stamp of the establishment /organization.
The SFFR informs the Head of the project about the project registration, gives the registration number to the project and takes the project so that it could be considered.
In the application there should be clearly defined the tasks of Russian and Ukrainian scientists .

The name of the project, the key words, the main thematical wording in both variants should be identical, and the program of the researches – mutually agreed in the contents and terms.

Decisions concerning further financing of the project for the next year will be confirmed in accordance with the results of the expert examination of the intermediate scientific reports. The date of presenting the intermediate reports –December 2011 year, final scientific report-December 2012. (www.dffd.gov.ua)

Financial requirements

Financing of the projects that will be supported from the both sides (SFFR and RFFR) will be done in 2011-2012 .The SFFR finances the research works of Ukrainian scientists and RFFR- of Russian ones
In the calculation sheet of expenses there should be foreseen the funds for business trips of Ukrainian scientists to Russia including international and local trips, one day trips , accommodation in the hotel in accordance with the existing norms.
Foreseen volume of grant of the SFFR for 2011-2012 is 160 thousand grivnas .

Applications for taking part in the competition are submitted to the SFFR up to the 3rd of November 2010 inclusive. In the case of post –office sending the date is defined by the stamp.

Materials of the Ukrainian scientists in paper variant and on disk are sent to the SFFR .
